The Ministry offers services to potential bioproducts investors in order to make an Ontario investment decision. Investment services include the identification of business opportunities and brokering relationships for business growth.

In 2002, the province of Ontario recognized the value of biotechnology to industrial processes. The government created a vision which, "through targeted strategies, in combination with our strengths in agriculture, forestry and traditional industrial sectors such as automotive and chemicals, Ontario will be a global leader in the emerging bioproducts marketplace." In addition, Canada has ratified the Kyoto Protocol, and bioproducts are one method to meet this obligation.

Ontario's scientific excellence is led by the agri-food quality hub of activity at Guelph (academic, government and private sector working together) supported by excellent nodes located across the province.

Ontario fosters a climate of academic research. This had lead to the dynamic growth of advanced agri-food technologies, with more than 500 scientists in the province doing basic and applied agri-food research.

There are 10 public and private world-class research institutes working on advanced agri-food technologies. Technical expertise at six major universities is linked closely with federal and provincial food, health, environment and agri-food clusters in such Ontario cities as Ottawa, Guelph and Kingston.
