Audit Ratings of Provincially Licensed Meat Plants

Background

Annual audits of provincially licensed meat plants provide a clear picture of a plant's food safety performance. Plant facilities and performance are measured against published Standards of Compliance by independent, expert auditors contracted by the ministry.

The auditor reviews the overall performance of the plant, assessing findings against the Standards of Compliance.

While all plants are expected to comply with regulations under the legislation, there are additional recommended practices, such as Good Manufacturing Practices and risk mitigation control measures, which auditors take into consideration when conducting an audit. An abattoir that follows all these recommended practices and meets all regulatory requirements is likely to have a higher rating.

Corrective Action Plan (CAP)

Immediately after the audit has been completed, the auditor holds a brief meeting with plant management to provide a summary of observations, the overall rating and schedule a CAP meeting. The timing of the detailed corrective action plan meeting with an OMAFRA Area Manager is based on the plant rating.

If, as a result of the audit, the Director of the Food Inspection Branch provisionally suspends a plant's licence, a hearing will be scheduled. The plant operator is entitled to compliance assistance and advice from ministry staff.

Ministry inspection staff, who are present during all slaughter operations, ensure that any deficiencies identified during audits are controlled immediately and do not represent a risk to public health. Ministry inspection staff also monitor the implementation of the CAP. Failure on the part of the plant operator to meet the agreed upon CAP timetable may result in a licence hearing, or, if a critical public health issue exists, a provisional licence suspension.

The plant's licence may be reinstated once a hearing has been held and/or after corrective action has been taken by plant operators to bring the plant's compliance to an acceptable level.

Meat Plant Audit Ratings

Grade	Explanation
AAA	Plant exceeds regulatory requirements.
AA	Plant generally exceeds regulatory requirements.
A	Plant meets regulatory requirements.
B	Plant meets minimum regulatory requirements.
C	Plant is not operating in accordance with regulatory requirements.
F	Plant is not operating in accordance with regulatory requirements and cannot operate as a licenced plant.

Audit ratings present below are for the April 01/2008 to March 31/2009 audit cycle and are posted as individual meat plant audits are completed. If an audit rating for a particular meat plant does not appear in this list, the meat plant has not yet received an audit this cycle. Please refer to April 1, 2007 to March 31, 2008 for the previous audit cycle plant ratings.
