As of July 12, 2007, a permit is required for provincial plants to receive all emergency slaughter (ES) cattle, since they all have tissues capable of transmitting bovine spongiform encephalopathy (BSE), known as specified risk material (SRM). This allows the Canadian Food Inspection Agency (CFIA) to track and maintain continuous control over SRM, to ensure that it does not enter livestock feed, pet food or fertilizer.

To obtain a CFIA permit, a plant operator must fill out the CFIA permit application form (#5405) available from the nearest CFIA district office and submit it to the nearest CFIA district office. A permit application must be submitted for approval, along with a Standard Operating Procedure (SOP) for handling ES carcasses in your plant, to your local CFIA district office in order to accept ES cattle.

The permit will be an annual permit. Yearly applications will ensure you are able to receive ES cattle.
