to Ontario Farmers

This guide summarizes 37 federal and provincial programs that issued payments to Ontario farmers from 2003 to 2005, and projects payments in 2006. The purpose of this guide is to assist farmers and their advisors in tracking the payments, and in cashflow and business planning. Contact phone numbers are listed for individual programs.

This guide lists CAIS and APF Companion programs, NISA and programs based on NISA participation, BSE support programs and other programs.

2A. Canadian Agricultural Income Stabilization (CAIS) Programs

2A (i) Program - Ontario BSE Recovery Initiative - Phase 3B 2003 Advance Ontario Agricultural Program

Eligibility
All ruminants are covered (fed cattle, cows, sheep, goats, cervids, etc.). Sales of ruminant livestock have comprised at least 1/3 of total farm sales over the last three years (2000 to 2002). On average for the last three years, eligible farms had a positive production margin; which is the difference between total farm sales and direct production costs. Participants required to be enrolled in CAIS.

Payment Calculation
7.4% of their 3-year average 2000-2002 NISA production margin. Producers not enrolled in NISA, administered by the Ontario Farm Income Disaster Program.

Application Deadline
Automatic for NISA participants. December 31, 2003 for non NISA participants.

Farm Business year ending in 2005. Requirements: Select coverage level, Secure coverage (deposit is under review), report farming income (loss) on T1163/Statement A, and submit CAIS forms.

2B. Production Insurance (Crop Insurance)

Eligibility
Production Insurance (PI) is available to all Ontario farmers, landlords, and sharecroppers who grow an eligible commodity. Currently 57 crops are insured under the PI program.

Payment Calculation
PI claim payments are made when a producer's actual yield falls below their insured level (guaranteed production) PI coverage is based on a producer's individual average farm yield per crop. Producers can select from a variety of coverage levels of up to 90%.

Application Deadline
Specific deadlines to enroll, report crop information (acres planted & harvested yields) and premium payments vary by crop.

Payment Dates
Claim payments are processed upon submission and verification of a completed proof of loss form. Most PI payments are made within 3 weeks of submission of the required information. Agricorp has delivered about $45 million in PI payments for the 2004 crop year.

3A. Program - 2003 Canada-Ontario General Top-Up Program

Initial payments, not yet announced, will be determined based on estimation of 2004 CAIS payments. Total payments will equal the residual transition funds available. Current estimate is about $40 to $44 million.

3C. Program - 2003 Self Directed Risk Management (SDRM )

Eligibility
Ontario producers of edible horticulture crops who have enrolled in CAIS and secured coverage in 2003 CAIS; and have not insured these crops under Production Insurance.

Payment Calculation
Producers can deposit up to a maximum of 4% of their SDRM eligible net sales (ENS) and receive governments matching contribution (up to a maximum of 4% of ENS).

Application Deadline
Two (2) deadlines need to be met for the 2003 SDRM program:
  • Application/Deposit Summary - Mar 31, 2005.
  • Deposit Cheque: Mar 31, 2005.

Payment Dates
Program administered by Agricorp. Payments are processed upon receipt and verification of an SDRM withdrawal form. For the 2003 SDRM program, payment will be made after March 31, 2005. Total payment from both levels of government is estimated at about $12.0 million.

3F. Program - Market Revenue Program (MRP) - 2002 to 2004 Crop Year

Eligibility
Ontario producers, landlords or sharecroppers of the 20 eligible grain and oilseed crops including crops produced and fed on farm.

Payment Calculation
Payments are made when the average annual price for the crop is below the 15-year historic price.
  • 2002 crop year - total payments of $12.7 million, eligible crops were White Beans, Coloured Beans and Winter Wheat.
  • 2003 crop year - total payments of $6 million, eligible crops were White Beans, Coloured Beans and mixed grain.
  • 2004 crop year - total payments $168 million, all crops except White Beans are eligible for a payment.

Application Deadline
All deadlines have passed and the program is now closed.

Payment Dates
Eligible payments are normally made in the year following production and harvest:

  • 2002 crop payments made in 2003.
  • 2003 crop year payments made in February 2005.
  • 2004 crop year payments: first payment of $89 million delivered in March 2005, second payment of $79 million made in April 2005.

3G. Program - Provincial Wildlife Compensation

Contact your local municipality.

Eligibility
Owners of eligible livestock killed or injured by wolves, coyotes, dogs or bears; and honey producers who have honeybee hives damaged or destroyed by bears.

Payment Calculation
Maximum payments are legislated in the Livestock, Poultry and Honey Bee Protection Act.

Application Deadline
Owner must contact local municipality immediately upon discovery of a potential claim. Municipal valuer will investigate the claim and recommend compensation.

Payment Dates
Payments are made throughout the year as claims are submitted and approved.

3H. Program - Plum Pox Virus Financial Assistance

Eligibility
Commercial tender fruit producers/nursery operators who have complied with Canadian Food Inspection Agency (CFIA) orders to destroy susceptible trees or nursery inventory.

Payment Calculation
90% of the value of the destroyed asset. Calculations based on set rates by tree type (peach, plum nectarine etc.) and age of tree. CFIA also provides separate compensation for cost of tree removal, destruction and replant. Estimated total financial assistance of about $10 million over four years.

Application Deadline
Two years from date of Notice to Destroy issued by CFIA.

Payment Dates
Asset loss payments administered by Agricorp. Payments are processed as applications are received. CFIA administers its compensation program directly.

Eligibility
Automatic for those people who participated in the 2004 Transitional Industry Support Program.

Payment Calculation
Initial payment is 4.4% of average 1998-2002 NISA ENS where NISA info available for any years from 1998-2002. ($250,000 ENS Cap as per NISA rules applies.)

July 31, 2005 if not previously applied to 2004 Transitional Industry Support Program.

5. BSE Related Programs

5A. Program - Canada Ontario BSE Recovery Program (Phase 1) 2003

Eligibility
All ruminants covered (fed cattle, cows, sheep, goats, cervids, etc.). Livestock must be in inventory as of May 20, 2003. Livestock sold between May 20, 2003 and August 17, 2003 (inclusive) which were slaughtered in Canada within 14 days of the sale date at a licensed processor. Livestock sold between August 18 and 31, 2003 (inclusive) and slaughtered by September 5.

Payment Calculation
Payments were based on the total net weight sold and the dollar amount used to calculate the payment varied with the reference and market prices in the week the animals were sold.

5B. Program - Ontario BSE Recovery Initiative - Phase 2 (Set-aside) 2003

Eligibility
Compensation for cattle owned by Ontario producers on May 20, 2003 that were fully fed and market ready. Compensation was provided to eligible producers for eligible cattle that were set aside for a minimum of eight weeks.

Payment Calculation
Program provided a $400 per head payment to producers who set aside market ready cattle.

September 5, 2003.

5C. Program - Ontario BSE Recovery Initiative - Phase 3A (Slaughter) 2003

Eligibility
Compensation addressed market-ready cattle and veal calves that were held in inventory by Ontario producers on May 20, 2003 and were not eligible for a payment under either of the preceding BSE compensation programs.

Market-ready cattle or veal sold before or after August 31 and slaughtered after September 5, 2003, and by October 4, 2003 were eligible for a compensation payment, provided that they were slaughtered within 14 days of the sale date.

Payment Calculation
Payments were calculated based on 90% of the difference between a reference price and the greater of the weekly average Ontario market price or the established weekly program price floor.

5E. Program - Fed Cattle Set-Aside Programs

Eligibility

A reverse auction mechanism allowed producers to submit bids for the price of the per-day assistance for feed and other factors that they were willing to accept to set-aside some of their market-ready cattle.

Producers accepted into the program were paid at the end of the set-aside period based on their per-day assistance bid.

Payment Calculation
Individual bid amounts. A payment within four weeks after the set-aside period ended.

Auction deadlines set by National Management Committee.

5F. Program - Feeder Cattle Set-Aside

Eligibility

Producers signed up for a per head payment to set-aside a percentage of their younger animals to delay 2004 calf slaughter into 2006.

Farmers with a Farm Business Registration number whose gross margin fell below 70% of a 3-year average.

6B. Program - Tobacco Community Transition Fund (Ont.). Tobacco Adjustment Assistance Program (Can.)

Eligibility
Tobacco Farmers willing to commit to selling all of their quota holdings if their bid was accepted under the federal government's program.

Payment Calculation
$1.05 per pound of Base Production Quota (BPQ) under the federal program, plus an additional payment of $0.6690 per pound of BPQ from the provincial program fund distributed by the Tobacco Board.

6C. Program - Nutrient Management Financial Assistance Program

Eligibility
Eligible farms are those farms which must be compliant with the regulations of the Nutrient Management Act (NMA by December 31, 2005 which are:

  • Farm units generating more than 300 Nutrient Units, and
  • Agricultural operations with a high-trajectory manure irrigation gun.

Payment Calculations
Up to 40 to 60% cost-share on eligible beneficial management practices initiated since May 18, 2004 with an overall NMFAP grant cap of up to $60,000 for projects which include Manure Storage. Project that do not include Manure Storage have a grant cap of up to $30,000 per farm unit. Grant caps exist on other project items. NMFAP grants can be combined with Canada-Ontario Farm Stewardship Program (COFSP) grants on the same item to a maximum of 90% of project costs.

Application Deadline
Nutrient Management Strategy submitted by July 1, 2005. NMFAP application deadline September 1, 2005. Approved projects completed and invoices submitted by December 31, 2005.

6D. Program - Canada-Ontario Farm Stewardship Program COFSP

Eligibility
Ontario Registered Farm Businesses that have a completed peer reviewed Environmental Farm Plan (EFP).

Payment Calculation
Either 30% or 50% funding up to $30,000 total grants on eligible projects that were identified in the EFP. There are individual project caps and direct provincial and federal funding cannot exceed 90% of the project cost.

Eligibility
Established farmers with $10,000 annual gross sales. New farmers (less than six years) that can demonstrate $10,000 in gross annual farm sales.

Payment Calculation
Funding is available to off-set the cost of hiring a consultant to provide the following comprehensive business planning services: Succession, Expansion, Diversification, Marketing, Human Resources, and Risk Management. Eligible producers receive a 50% refund to a maximum of $8,000 per individual farmer and up to $25,000 for a group application of four or more.

Application Deadline
March 31 2008. Only expenses incurred after the application is approved will be covered and reimbursed.

Eligible producers receive a 50% refund to a maximum of $10,000 per individual farmer and up to $25,000 for a group application of three or more.

March 31, 2008. Only expenses, incurred after the application is approved, will be covered and reimbursed.
