This guide summarizes a total of 24 Agricultural Policy Framework (APF) and other federal and provincial income support programs issuing payments or projected to issue payments to Ontario farmers in 2006. The purpose of this guide is to assist Ontario farmers and their advisors in tracking the payments, and in cashflow and business planning. This list does not include all government programs making payments to farmers.
This guide lists CAIS and APF Companion programs, NISA and programs based on NISA participation and other programs.

Payments begin in 2005 for off calendar year end businesses who have filed Income Tax. Most payments will be in 2006.

Farmers enrolled in respective 2003, 2004, 2005 CAIS years.
Market inventory adjustment calculated with beginning and ending market prices capturing any decline or increase in market value within the CAIS year. If producers are entitled to more money after the recalculation, they will receive both a CAIS Inventory Transition Initiative (CITI) payment and an Ontario Inventory Transition Initiative (OITI) payment. CAIS, CITI and OITI combined payments cannot exceed CAIS program payment cap.
No application. If producers are entitled to more money after the recalculation, they will automatically receive a CITI payment.
Payments for 2003 and 2004 CITI begin in December 2006. Payments for 2005 CITI begin in 2007.

Farm Business year ending in 2006 Requirements:
-have submitted a completed 2005 CAIS form along with a copy of 2005
T1163 (for individuals) or 2005 Statement A (for corporations) (if
applicable);
-have completed a minimum of six consecutive months of farming activity
in the business year
ending in 2006;
-have completed a production cycle in the business year ending in
2006; be farming in Canada; and must report farming income (or loss)
to the Canada Revenue Agency (CRA) for your 2006 fiscal year.

Production Insurance (PI) is available to all Ontario farmers, landlords, and sharecroppers who grow an eligible commodity. Currently 57 crops are insured under the PI program.
PI claim payments are made when a producer's actual yield falls below their insured level (guaranteed production) PI coverage is based on a producer's individual average farm yield per crop. Producers can select from a variety of coverage levels of up to 90%.
Specific deadlines to enroll, report crop information (acres planted & harvested yields) and premium payments vary by crop.
Claim payments are processed upon submission and verification of a completed proof of loss form. Most PI payments are made within 3 weeks of submission of the required information.

Ontario producers of edible horticulture crops who have: enrolled
in CAIS and secured coverage in 2004 CAIS; and have not insured these
crops under Production Insurance.
Producers can deposit up to a maximum of 4% of their SDRM eligible
net sales (ENS) and receive governments matching contribution (up
to a maximum of 4% of ENS). The estimated total payment from both
levels of government for the 2004 SDRM program is about $12.0 million.

Owners of eligible livestock killed or injured by wolves, coyotes, dogs or bears; and honey producers who have honeybee hives damaged or destroyed by bears.
Payment Calculation
Maximum payments are legislated in the Livestock, Poultry and Honey Bee Protection Act.
Owner must contact local municipality immediately upon discovery of a potential claim. Municipal valuer will investigate the claim and recommend compensation.
Payments are made throughout the year as claims are submitted and approved.

Commercial tender fruit producers/nursery operators who have complied with Canadian Food Inspection Agency (CFIA) orders to destroy susceptible trees or nursery inventory.
90% of the value of the destroyed asset. Calculations based on set rates by tree type (peach, plum nectarine etc.) and age of tree.
CFIA also provides separate compensation for cost of tree removal, destruction and replant.
Estimated total financial assistance of about $10 million over four
years.
Two years from date of notice to destroy issued by CFIA.
Asset loss payments administered by Agricorp. Payments are processed as applications are received.
CFIA administers its compensation program directly.

Initial payment is 7.47 % of a producer's five year average (2000-2004) of net sales of eligible grain and oilseeds. Final top up payment of 1.28%. Total payment 8.75%.
Automatic if enrolled in 2004 CAIS. Deadline for others May 31, 2006
Initial Payments Beginning March 2006.
Final Top up payments began June 2006. Late processed files received
one total payment.

the 2005 tax year.
For Eligible Farm Families; Payment is $25,000 less the total of income of both spouses listed on Line 150 of the 2005 income tax return. Maximum payment is $25,000
For Eligible Individuals; Payment is $15,000 less the total of income listed on Line 150 of the 2005 income tax return. Maximum payment is $15,000.

Eligible producers receive a 50% refund to a maximum of $8,000 per individual farmer and up to $25,000 for a group application of four or more.

farmers (less than six years) that can demonstrate $10,000 in gross
annual farm sales.
Funding is available to offset the cost of hiring a consultant to cover feasibility assessments and business planning services related to value added business opportunities from primary agricultural products. Eligible producers receive a 50% refund to a maximum of $10,000 per individual farmer and up to $25,000 for a group application of three or more.
March 31 2008. Only expenses incurred after the application is approved will be covered and reimbursed.

- has been out of secondary school for at least two years, and
- are not receiving Employment Insurance Part II funding for training.

a beginning farmer/spouse
- you intend to establish a farm or you have already owned or operated
a farm for less than six years and have existing or projected gross
annual farm sales of $10,000 or more or you intend
to become a member/shareholder in an existing farm and
- previous year net family income does not exceed $45,000
- has been out of secondary school for at least two years, and
- are not receiving Employment Insurance Part II funding for training.
Complete coverage of the cost of consultant's time for the development of farmer/spouse Needs and Skills Assessment and Learning Plan.
Funding supports both agricultural and non agricultural skills training.
Funding to support formal training such as college programs and informal learning activities such as workshops and short courses. The funding covers tuition and fees, course materials, and, if needed, certain other costs associated with the training.
Funding Levels are dependent on net family income.

Eligible farms are those farms which must be compliant with the regulations of the Nutrient Management Act (NMA) by December 31, 2005 which are:
Existing farm units generating more than 300 Nutrient Units,
and
Agricultural operations with a high-trajectory manure irrigation
gun.
Up to 40 to 60 % cost-share on eligible beneficial management practices
initiated since May 18, 2004 with an overall NMFAP grant cap of up
to $60,000 for projects which include Manure Storage. Projects that
do not include Manure Storages have a grant cap of up to $30,000 per
farm unit. Grant caps exist on other project items. NMFAP grants can
be combined with Canada-Ontario Farm Stewardship Program COFSP grants
on the same item to a maximum of 90% of project costs.
Nutrient Management Strategy Submitted by July 1, 2005.
NMFAP application deadline Sept. 1, 2005.Approved projects completed and invoices submitted by Sept. 30, 2006.

Ontario Registered Farm Businesses that have a completed peer reviewed
Environmental Farm
Plan EFP.
Either 30% or 50% funding up to $30,000 total grants on eligible projects that were identified in the EFP. There are individual project caps and direct provincial and federal funding cannot exceed 90% of the project cost.
Mar 31 2006 for projects identified in EFP1st Edition or EFP2nd Edition and developed since April 1, 2004.
Projects developed after March 31, 2006 must result from completing an EFP3rd Edition. FinalDeadline March 31, 2008 or when funding has been depleted.
