This type of damage is caused by fireblight, and is known as "shepherd's crook". Sooty mould can be found on similar shoots, but is a lighter dusting of black powder and doesn't cause the leaves and shoot to wilt. Sooty mould is also strongly associated with the presence of psylla, or other insects that create honeydew.
