Although all of these can cause stunted plants, the fact that the stunted plants are associated with areas of poor drainage should tip you off that you are dealing with red stele. To be sure, carefully dig up wilted plants and slice the main roots lengthwise. If the interior core is brick-red or brownish-red the plant has red stele. If you slice crowns of a plant affected by winter injury, you will notice brown flecking throughout the crown. In cases of severe winter injury, the crown tissue turns dark brown near the top of the crown. If you carefully dig up wilted plants infested with root weevils, the white larvae can be seen.
